Area bombing becomes the method

The February area-bombing directive had placed the morale of the German industrial workforce at the centre of Bomber Command's effort. Industrial cities were to be attacked as urban systems rather than as collections of individually identified factories. Operation Millennium would be the first attempt to apply that policy with overwhelming concentration.
