The Bombing of Cities

1937 to 1945 · Europe, China and Japan · Strategic bombing, urban targets and civilian survival

Cities were bombed for different reasons during the years that led into and then became the Second World War. Some attacks were tied directly to a ground campaign or a demand for surrender; others were planned as sustained strategic attacks on industry, transport, government, housing and civilian morale. Those categories often overlapped once bombs fell on a dense urban area.

Why Were Cities Bombed?

Operational support, coercion, strategic bombing and urban destruction belonged to different target systems.

Urban bombing existed before the strategic bombing campaigns of 1942–45. Gernika was attacked during an active land campaign in northern Spain. Warsaw was a defended capital under siege in September 1939. Rotterdam was bombed while German ground forces were trying to force a Dutch surrender. Each attack killed civilians and destroyed urban districts, but their immediate military settings differed from the later independent bomber offensives.

A different category emerged when a city or built-up area became a planned instrument of strategic pressure. Japan's raids on Chongqing were sustained after the Chinese government moved inland, with the expectation that bombing could weaken administration, morale and resistance. The German Blitz mixed attacks on docks, factories, railways and communications with pressure on the population. Britain's 1942 area-bombing policy then made the built-up urban area and the morale of industrial workers explicit parts of the targeting system.

Industry, transport, government offices, docks and workers' housing were physically interwoven. Once bomber forces aimed at an urban industrial system, factories and the people living around them occupied the same target space. In 1945 the American incendiary campaign against Japan exploited that overlap directly, while the atomic bombings of Hiroshima and Nagasaki introduced blast, thermal radiation and ionising radiation on a scale that belonged to a different weapons system again.

Command, Doctrine and the Decision to Attack

Target definitions changed with war aims, navigation, bomber range and the commander's theory of strategic effect.

The early European examples were connected to armies on the ground. Condor Legion records for Gernika sit inside the Northern Campaign of the Spanish Civil War. Warsaw was subjected to air attack and artillery while German forces besieged the capital. Rotterdam was attacked after an ultimatum during the struggle for the Maas bridges and the Dutch defensive system. Civilian terror could contribute to coercion while the operation still remained tied to a land campaign.

By 1942 RAF policy had moved much further. The 14 February directive made enemy civilian morale, particularly that of industrial workers, the primary object of Bomber Command operations; a subsequent clarification identified built-up areas as the general aiming points. Arthur Harris inherited that policy days later and became its most determined operational advocate.

American doctrine formally emphasised daylight precision attack. Over Japan, high-altitude B-29 operations from the Marianas were disrupted by cloud, jet-stream winds, navigation error and mechanical problems. After taking command in January 1945, Curtis LeMay shifted the main urban attack method toward low-altitude night incendiary operations. The transition combined technological constraints with a command decision to use the vulnerability of dense urban-industrial districts to fire.

Atomic bombing introduced another level of decision. The United States used a uranium bomb against Hiroshima on 6 August and a plutonium bomb against Nagasaki on 9 August. These attacks were conducted within the wider campaign to force Japanese surrender, but the weapons produced blast, heat and radiation effects whose scale and persistence differed from conventional incendiary bombing.

Political backing for the strategic bombing offensive

Churchill did not write the February 1942 Area Bombing Directive, but his government protected Bomber Command as a major offensive instrument and accepted the expansion required to make large-scale bombing possible. His position changed as the war developed. He supported attacks on German cities while the war remained undecided and later expressed concern over the political presentation of the destruction of German urban areas. His role is therefore one of political authorisation and resource choice while operational target selection remained within the air command system.

Commander-in-Chief, RAF Bomber Command

Became commander-in-chief of Bomber Command after the February 1942 policy had already made civilian morale and industrial workers central targets. Harris inherited area-bombing policy and he became its strongest operational advocate and built the force around concentrated night attacks on German cities. His historical importance lies in scale, persistence and his resistance to arguments that the force should be permanently redirected away from the urban campaign.

As Chief of the Air Staff, Portal was central to the policy framework that preceded Harris's command. The February 1942 directive made morale an explicit objective, and the accompanying clarification identified the built-up areas of industrial cities as the general aiming points, shifting emphasis away from individual factories. Portal's role is important because it places area bombing inside Air Ministry policy and shows that the policy originated above the commander who later executed it.

Chongqing remains in the war under sustained bombing

Kept the Nationalist government at Chongqing while Japanese aircraft subjected the wartime capital to repeated bombing. The campaign targeted military and governmental functions but also sought to weaken morale and political resistance. The fact that the government remained in the war does not make the bombing inconsequential: casualties, shelter crises, destroyed housing and administrative disruption were severe. It does show the limit of expecting urban bombing by itself to force a political settlement.

Took command of XXI Bomber Command on 20 January 1945 after the first Marianas-based high-altitude campaign produced disappointing results. He adopted lower-altitude night incendiary methods that exploited weak Japanese night defence and allowed heavier bomb loads. Operation Meetinghouse became the most destructive single application of that method. The decision was operationally rational within the objective he had been given; it also made the destruction of a densely populated urban-industrial district the mechanism by which that objective would be pursued.

High-altitude precision bombing of Japan before LeMay

Commanded XXI Bomber Command during the first B-29 operations from the Marianas and remained committed to the USAAF doctrine of high-altitude attack on defined industrial targets. Weather, jet-stream winds, mechanical problems and bombing accuracy frustrated those operations. His replacement by LeMay marks a genuine command transition, but not a simple contrast between a humane precision system and a destructive one: even precision bombing of industrial targets placed civilians at risk, while the later incendiary policy deliberately broadened the target to the urban-industrial area.

Oversaw the expansion of the U.S. Army Air Forces and treated the B-29 as the instrument for sustained strategic attack on Japan. Arnold pressed for results from the Marianas campaign, replaced Hansell with LeMay in January 1945 and backed the intensified offensive that followed. His role sits above the individual target decisions: he set the institutional demand for a strategic air campaign capable of producing decisive pressure.

Became president in April 1945 and inherited the Manhattan Project and the war against Japan. The military directive for atomic use was issued within the command system after the Trinity test and Potsdam deliberations; the Truman Library notes that no surviving document contains a separate explicit presidential order for each strike. Truman publicly accepted responsibility for the decision. Hiroshima was bombed on 6 August and Nagasaki on 9 August.

Air planning in Spain and the bombing of Guernica

Served as chief of staff of the Condor Legion during the Spanish Civil War and left a contemporary diary that is essential for reconstructing German operational thinking in the northern campaign. The Gernika attack was connected to the advance toward Bilbao and the disruption of Republican movement, while its bombing pattern devastated the urban centre. Richthofen's record helps separate the operational context from the later claim that the town possessed no military relevance at all.

Commander-in-Chief of the Luftwaffe during the Blitz

Directed the Luftwaffe through the Battle of Britain and the opening months of the Blitz. In September 1940 the main weight of attack shifted toward London, combining military-economic targets with an expectation that pressure on the capital would damage British morale and draw Fighter Command into battle. The campaign inflicted severe urban losses without forcing Britain out of the war.

Weapons, Navigation and Civil Defence

Bomb type, navigation, weather, building density and civil-defence capacity all shaped what happened on the ground.

Incendiary bombing worked by multiplication. Small magnesium, thermite or gel-fuel bombs were dispersed in large numbers so that firefighters faced many ignition points at once. High explosive could open roofs, rupture water mains, block streets and expose interiors before incendiaries arrived. The destructive system therefore depended on the interaction of bomb types and the number of simultaneous fires.

Navigation determined how tightly that system could be concentrated. German beam systems helped crews find British cities at night; Bomber Command later used Gee, Oboe, H2S and Pathfinder marking; American B-29 formations combined radar and visual methods over Japan. These systems improved the probability of bringing a bomber stream over the intended urban area while accuracy against individual points remained limited in darkness or bad weather.

The city then became part of the weapon equation. Hamburg's dry weather, dense working-class districts and disrupted firefighting contributed to the July 1943 firestorm. Japanese urban construction and dispersed small-scale production made incendiary attack attractive to American planners. Shelters, flak towers, evacuation, firebreaks and firefighting reduced casualties in some circumstances, but no civil-defence system could make a dense city immune to a concentrated fire raid.

The atomic bombs used over Hiroshima and Nagasaki released energy through nuclear fission, producing effects fundamentally different from chemical explosive and incendiary weapons. Blast and thermal effects destroyed large parts of both cities, while prompt and residual radiation produced injuries and deaths that continued after the fires had burned out. This makes the August attacks part of the history of city bombing while requiring a separate account of their weapon effects.

The British 4 lb incendiary was small enough to be carried in large concentrations and numerous enough to create hundreds or thousands of separate fires. Bomber Command increasingly combined incendiaries with high explosive so that blast opened structures, broke water mains and obstructed streets before fire spread through the target area. Its effect depended less on one bomb than on saturation and the ability of local fire services to reach the ignition points.

The M-69 carried gelled fuel and was designed after full-scale burn testing of representative urban construction at Dugway Proving Ground. Cluster assemblies dispersed large numbers across a target area. Against Japanese cities the weapon's military logic rested on the overlap between housing, small workshops and industrial labour. The same characteristic made civilian districts part of the intended fire environment.

The Ki-44 represents the Japanese interceptor force assigned to the defence of the home islands. Its climb and speed made it a credible high-altitude interceptor, but Japan's air-defence system suffered from radar limitations, fuel shortages, pilot training losses and the difficulty of organising effective night interception. Those weaknesses became especially important when B-29s moved to lower-altitude night operations.

The Anderson shelter belongs here because every strategic bombing theory eventually encountered the defensive behaviour of civilians. Mass-produced shelters reduced deaths from blast, fragments and collapsing masonry without making urban populations invulnerable. Their effectiveness also depended on housing type, installation and warning time, illustrating why civilian survival cannot be inferred from bomb tonnage alone.

German flak towers combined heavy concrete shelter space, command functions and anti-aircraft positions inside major cities. They protected thousands of civilians and created powerful local defensive points, but they could not prevent large bomber streams from reaching the surrounding urban area. The tower therefore represents both air defence and the decision to harden a city that German leaders expected to remain under sustained attack.

The Lancaster supplied the payload and range required for the expanding British night offensive. H2S ground-mapping radar gave navigators a recognisable picture of coastlines and large urban features through cloud and darkness. It improved the probability of finding a city and supporting Pathfinder marking; it still left substantial limits on placing individual bombs on a factory at night.

The B-29 made a sustained strategic campaign against Japan possible from the Marianas. Pressurisation, range and heavy payload were designed for high-altitude bombing, but the same aircraft could be reconfigured for lower-altitude night incendiary operations. The change in 1945 shows that a platform does not determine doctrine: command decisions about altitude, formation, armament and target definition changed what the B-29 was being used to do.

U.S. Army researchers built full-scale structures representing German and Japanese residential construction to measure how incendiary weapons propagated fire. The tests connected engineering research directly to strategic target analysis. They did measured whether a bomb would burn; they asked how an urban building system would burn when attacked repeatedly, which made civilian construction itself part of weapons development.

The He 111 carried much of the Luftwaffe's bombing effort during the Battle of Britain and the Blitz. Its range and bomb load suited attacks from bases in France and the Low Countries, while daylight vulnerability and the limits of night navigation shaped how German urban bombing developed after September 1940.

Large high-explosive bombs could demolish structures, open roofs, rupture utilities and obstruct streets across a wide area. In mixed urban loads their blast also made later incendiary attack more difficult to fight. The SC 2500 illustrates the heavy end of the Luftwaffe's conventional bomb spectrum.

Civilian Loss and Strategic Effect

Raid totals, campaign totals and deaths from later radiation effects require separate accounting boundaries.

The most reliable way to discuss the human cost is to begin with bounded events. Coventry's 14 November 1940 raid killed 554 people in the current city accounting. Hamburg records about 34,000 to 35,000 deaths during Operation Gomorrah. Dresden's municipal historians' commission concluded that 18,000 to 25,000 people died in the February 1945 attacks. Tokyo's 9–10 March fire raid killed on the order of 100,000 people.

The atomic-bomb figures use a different boundary because radiation-related deaths continued after the day of attack. Hiroshima City estimates that approximately 140,000 people had died by the end of December 1945. Nagasaki's official historical accounting records 73,884 deaths by the end of 1945. Neither figure should be read as the number killed instantly.

National totals are less tidy because studies count different dates, territories and causes of death. Japanese records were disrupted by the destruction itself, while German post-war statistical series changed as new local evidence was incorporated. A range is useful only when the population, period and cause being counted are clear.

Strategic effect differed by campaign. Chiang Kai-shek's government remained in Chongqing and Britain remained in the war through the Blitz. German armaments output could rise while individual cities and industries were devastated because dispersal, substitution and state controls redistributed production. In Japan, urban bombing, blockade, mining, the atomic bombings, military defeat and Soviet entry converged during the final crisis.

Operational records, city casualty studies and postwar strategic assessments are kept distinct.

The page uses city and national archives first for local destruction and casualties: the Gernika Peace Museum, Rotterdam City Archives, Coventry records, Hamburg's historical collections and the Dresden Historians' Commission. Hiroshima City and Nagasaki City are used for the official end-of-1945 atomic-bomb death estimates.

For policy and operational effect, the British official history, RAF campaign narratives and the United States Strategic Bombing Survey are used alongside wartime command records. The Survey is valuable because it had access to German and Japanese records after the war, but its conclusions remain one body of evidence among production records, city studies and later scholarship.
