Moscow summons Finland to negotiations

The Soviet government invited Finland to Moscow on 5 October as agreements with Estonia, Latvia and Lithuania were reshaping the security system around the Baltic. Formal talks opened on 12 October with Stalin and Molotov pressing for changes intended to move the frontier away from Leningrad and strengthen Soviet control of the Gulf of Finland. The Soviet package included territory on the Karelian Isthmus, Gulf islands, part of the Fisherman's Peninsula and a long lease at Hanko for a naval base.
