Strikes, sabotage and street unrest intensified during August 1943. Acting on Hitler's instructions, German authorities demanded that the Danish government impose emergency measures including the death penalty for sabotage. The government refused and ceased to function on 29 August. German military authorities imposed martial law and disarmed much of the Danish armed forces. On 29 August 1944 a U.S. Army Signal Corps photographer recorded French civilians shaving the head of a woman accused of having relations with German personnel near Montélimar. Similar public shavings occurred elsewhere in liberated France and in other parts of western Europe. The punishment was extrajudicial and intensely gendered. Women accused of sexual relationships with occupiers could be made into public symbols of collaboration, while allegations against men more often concerned political office, policing, denunciation, military service or economic cooperation and entered different systems of detention and prosecution. By 29 August the German withdrawal had passed the most dangerous point around Montélimar.
