The Arctic Convoys

The Arctic route carried Allied weapons, vehicles, fuel and raw materials to northern Soviet ports along a sea lane exposed to German aircraft, U-boats and heavy warships based in Norway. Its shortest distance was also its central danger: convoys passed within reach of the Luftwaffe and the Kriegsmarine while ice, polar night, continuous summer daylight and severe weather changed the tactical problem from one sailing to the next. The route survived PQ 17, the Battle of the Barents Sea and the threat of Tirpitz, and was still operating after Germany surrendered.

Why the Arctic Route Was So Dangerous

Ice, daylight, distance and German bases in Norway changed the escort problem with the season

The route to Murmansk and Arkhangelsk was shorter than sending cargo around the Cape or through the Persian Corridor, but it ran close to German-occupied Norway. A convoy leaving Iceland or northern Scotland had to pass into the Norwegian and Barents Seas before turning toward the Kola Inlet or the White Sea. German aircraft could search from Norwegian airfields, U-boats could form patrol lines across likely tracks, and heavy ships at Trondheim or in the northern fjords could force the Home Fleet to provide distant cover far beyond the convoy's close escort.

The environment changed the tactical balance. Continuous summer daylight made merchant columns easier to find and follow, while the winter polar night reduced visual reconnaissance but made navigation, station-keeping and rescue harder. Pack ice could force the route south toward Norway; storms could scatter formations, damage ships and make flight operations impossible. A sailor in the water often had only minutes before exposure became fatal.

The Soviet ports created another problem. Murmansk remained ice-free but lay within reach of German air attack. Arkhangelsk offered greater distance from German bases but depended on White Sea conditions and additional local escort. The convoy system therefore had to be planned as a chain: ocean escort, heavy cover, air and submarine screens, Soviet local forces and port handling all mattered to whether cargo actually arrived and could be unloaded.

How Convoy Protection Changed After PQ 17

The central command problem was how to protect a slow convoy without exposing the covering fleet to a battleship sortie

The early sailings succeeded partly because the Germans had not yet concentrated enough forces against the route. By the spring of 1942 Tirpitz, U-boats and Luftwaffe units in Norway forced the Admiralty to plan several layers of protection: close escorts around the merchant ships, cruiser support, and a distant battleship-and-carrier force positioned to meet a German surface sortie. That system created a difficult command question. The close escort had to remain with the convoy against aircraft and submarines, while heavy ships needed room to intercept Tirpitz without being drawn under land-based air attack.

PQ 17 exposed what happened when those functions were separated at the wrong moment. On 4 July the Admiralty ordered the covering forces westward and told the convoy to scatter because a German heavy-ship attack appeared imminent. The merchantmen lost the concentrated anti-aircraft and anti-submarine protection of the convoy formation. German aircraft and U-boats then destroyed twenty-four of the thirty-five ships that had sailed. The German surface force did put to sea but never had to fight the convoy's escorts; the disaster was produced by the interaction of a real surface threat, incomplete intelligence and a command decision that dissolved the convoy before the threat was resolved.

The route was not abandoned. PQ 18 returned in September with stronger escort, including the escort carrier HMS Avenger and its fighters, and the later JW/RA series increasingly combined close escort, support groups, radar, air cover and heavy forces. At the Barents Sea in December 1942 the escorts and cruisers kept German heavy ships away from JW 51B. A year later, during JW 55B, Robert Burnett's cruisers found and shadowed Scharnhorst while Bruce Fraser's Duke of York force cut off her return. By then the convoy had become part of a larger interception plan rather than a formation expected to survive alone.

Admiralty direction and the PQ 17 decision

As First Sea Lord, Pound carried responsibility for the Admiralty's operational direction of the Arctic convoys during their most dangerous period. On 4 July 1942 the Admiralty ordered PQ 17 to scatter under the perceived threat of a German heavy-ship attack. The decision removed the convoy's concentrated protection before the surface threat had been resolved and became the central command controversy of the Arctic campaign.

Heavy cover against the German surface fleet

Tovey's Home Fleet provided the battleship and carrier cover needed because Tirpitz and other German heavy ships were based in Norway. During the March 1942 PQ 12/QP 8 operation his force tried to intercept Tirpitz while still protecting the convoy route. His command illustrates how one German battleship could consume major Allied naval resources without reaching the merchants.

Burnett's cruisers repeatedly provided the mobile support between convoy escorts and the Home Fleet's battleships. At North Cape on 26 December 1943 Belfast, Norfolk and Sheffield found Scharnhorst by radar, drove her away from JW 55B, regained contact and shadowed her long enough for Bruce Fraser's heavier force to intercept.

Fraser took over the Home Fleet in 1943 and arranged the forces covering JW 55B and RA 55A so that a German sortie could be found by cruisers and intercepted by Duke of York. Burnett's contact reports allowed Fraser to position Force 2 across Scharnhorst's route back to Norway, producing the decisive engagement on 26 December 1943.

Golovko commanded the Soviet Northern Fleet throughout the Arctic convoy period. His forces covered the approaches to Murmansk and the Kola Inlet, provided local escorts and minesweepers, and coordinated with British forces as convoys entered Soviet waters. He became vice admiral in September 1941 and admiral in March 1944.

German surface-fleet strategy in Norway

Raeder supported the concentration of German heavy ships in Norway, where their presence threatened both the Arctic convoys and Allied naval freedom in the Norwegian Sea. The failure of the Barents Sea attack on JW 51B intensified Hitler's hostility toward the surface fleet; Raeder resigned as naval commander in January 1943 and was succeeded by Dönitz.

Dönitz's U-boat command sent boats to Norwegian bases and patrol lines that could intercept convoys moving through the Norwegian and Barents Seas. Submarines were particularly destructive once PQ 17 dispersed. After replacing Raeder as Commander-in-Chief Kriegsmarine in January 1943, Dönitz also inherited responsibility for a surface fleet whose role Hitler wanted sharply reduced.

Commander of the Barents Sea attack force

Kummetz commanded the German heavy ships and destroyers sent against JW 51B on 31 December 1942. His force had greater gun power than the immediate British escort, but smoke, torpedo threats, Sherbrooke's destroyers and Burnett's arriving cruisers prevented it from reaching the merchant column. The inconclusive withdrawal had consequences far beyond the local battle for German surface-fleet policy.

Bey commanded Scharnhorst and her destroyer force during the December 1943 operation against JW 55B. After the destroyers lost contact and were detached, Scharnhorst searched for the convoy alone. Burnett's cruisers repeatedly made contact, and Fraser's force intercepted the battleship on its return course. Bey was killed when Scharnhorst sank.

How Escorts Fought Aircraft, U-boats and Surface Ships

Merchant hulls delivered the cargo; destroyers, corvettes, carriers, radar and heavy cover kept the route open

The merchant column was the purpose of the operation. Liberty ships and other freighters carried tanks, aircraft, trucks, explosives, food and raw materials, but their speed was determined by the slowest ships in the formation. Corvettes and destroyers screened the convoy against submarines and broke up surface attacks; their endurance, sonar, radar, guns and depth charges mattered more on most days than the battleships held farther away.

Air attack demanded another layer. German Heinkel torpedo bombers and other Luftwaffe aircraft could approach from Norway, shadow the convoy and coordinate repeated attacks. Escort carriers such as HMS Avenger put fighters over PQ 18 where previously the convoy had relied largely on shipboard anti-aircraft fire and distant land-based coverage. The same small carrier could not remove every air threat, but it changed the German attack problem and gave the convoy a means to contest reconnaissance and torpedo approaches before bombs or torpedoes were released.

The heavy ships existed because one German battleship could change the entire escort plan. Tirpitz rarely needed to fire at a convoy to impose costs: her presence tied British battleships and carriers to distant cover and repeatedly affected routing. U-703 represents the submarine threat at the opposite end of the scale; it sank two PQ 17 ships after the convoy scattered. The Arctic war therefore joined merchant shipping, small escorts, submarines, aircraft and capital ships in the same operational problem.

Liberty ships carried a large share of later Arctic cargo because they combined useful capacity with rapid wartime production. The convoy system had to protect vessels designed to move freight economically, not to manoeuvre like warships; their survival depended on formation, escorts and the route chosen around German air and submarine patrols.

Corvettes supplied the persistent close escort that merchant columns needed against submarines. Their modest speed and harsh motion in Arctic seas were accepted because they could remain with slow convoys, use ASDIC and depth charges, and fill escort numbers that could not be met by fleet destroyers alone.

Destroyers could attack submarines, put up anti-aircraft fire and, when a German surface force appeared, use smoke and torpedo threat to keep heavier ships away from the merchants. HMS Onslow was badly damaged while leading the destroyer defence of JW 51B in the Battle of the Barents Sea.

Avenger accompanied PQ 18 after the PQ 17 disaster and gave the convoy organic fighter cover against German reconnaissance and torpedo bombers. The carrier could not make the route safe, but it allowed the escort to contest air attacks before they reached the merchant columns instead of relying only on shipboard anti-aircraft fire.

A battleship such as Duke of York was not part of the close merchant screen. It formed the heavy cover held farther away to meet Tirpitz, Scharnhorst or other German capital ships. At North Cape on 26 December 1943 Duke of York intercepted Scharnhorst after Burnett's cruisers had maintained contact.

Type VIIC boats operating from Norway could patrol the convoy approaches and exploit ships separated from escort. U-703 sank two PQ 17 merchantmen on 5 July 1942 after the convoy had scattered, illustrating why dispersion turned the submarine threat from a screened problem into a series of attacks on isolated ships.

Luftwaffe torpedo bombers were dangerous because a mass attack could force escorts to divide fire while submarines and level bombers maintained pressure. Tirpitz's operational importance came from the possibility of a sortie against slow merchant convoys. Her presence in Norway repeatedly forced the Home Fleet to assign battleships and carriers as distant cover. The ship was damaged by Fleet Air Arm strikes in April 1944 and finally capsized under RAF Tallboy attack in November.

What the Arctic Convoys Cost

The route delivered more than four million tonnes but concentrated risk into a narrow sea lane

Royal Navy commemorative figures record eighty-five merchant ships and sixteen Royal Navy warships lost on the Arctic runs, with more than three thousand merchant and naval sailors killed. Those totals cover nearly four years and seventy-eight convoys; they should not be collapsed into one continuous level of danger. Some sailings passed without loss, while a few operations produced catastrophic concentrations of casualties and destroyed cargo.

PQ 17 was the extreme case. Thirty-five merchant ships sailed from Iceland and only eleven reached Arkhangelsk; twenty-four were sunk after the convoy was ordered to scatter. PQ 18 followed two months later and lost thirteen of twenty-eight merchant ships, yet its stronger escort and air defence also imposed heavier losses on attacking German aircraft and demonstrated that the route could still be forced through under attack.

The strategic return was measured in delivered cargo rather than ships saved for their own sake. More than four million tonnes reached the Soviet Union by this route, including thousands of aircraft and tanks as well as vehicles, fuel, ammunition and industrial material. The convoys also forced Germany to keep aircraft, U-boats and major warships in Norway. Those effects did not make the Arctic route the only or even the largest Allied supply route to the Soviet Union, but they explain why both sides continued to commit scarce naval and air resources to it.
